The International Journal of Public Contracts (IJPC) is a joint initiative of two research groups. On the one hand, the network “Public Contracts in Legal Globalization (PCLG)”, established by the Chaire Mutations de l'Action Publique et du Droit Public at SciencesPo, Paris (www.contrats-publics.net); on the other hand, the Instituto Brasileiro de Direito Público (www.direitodoestado.com.br), a non-profit association for legal culture and research. Although located in different continents, these groups share a common scientific vision: they share the need to push legal studies beyond national or continental borders and to make use of comparative law as a fundamental instrument for further understanding and evolution.

The IJPC aims to create new opportunities for dialogue, to stimulate scientific debate, to promote the participation of young scholars and also to facilitate the access to foreign resources and therefore disseminate knowledge. In short, the attempt of the project is to promote a wider and deeper reflection on public contracts, by following the large spectrum of the phenomena such a topic has to deal with.

Namely, the field of ‘public contracts’ is symptomatic and representative of the complexity of legal studies in a global context, where territorial, conceptual, economic boundaries tend to disappear. The expression used, 'public contracts', is intentionally broad and consciously generic, especially because it has not the same meaning in all legal systems. Therefore, the journal will include works on many different legal aspects of negotiations among public authorities or between public authorities and citizens. In this sense, the definition of the object of the journal sheds light on an analytical perspective and does not imply a thematic limitation: the subject matter is chosen not to compress the wideness of the studies, but to give the opportunity to discuss several important issues of public law.

The IJPC aims to be an 'open space' to the publication of the results of analysis, studies, reflections of those who are working on public contracts, regardless of the system they take into account or the research perspective they are willing to implement. In this context, a special attention will be destined to works rendered by PhD candidates and young scholars.

Further, the goal of the journal is to offer theoretical insights, but also to show the concrete evolution of the public contract phenomenon, by combining a doctrinal with a practical approach. Therefore, the structure of the journal is conceived to publish different kinds of contributions: articles, comments of legislation and case law, case notes. Book reviews will also be published, so to detect and perceive the forthcoming path of legal issues.

Considering all these objectives and in order to grant the largest freedom to express cultural differences, the journal will publish works in different languages, leaving the authors to choose the language of publication. It will be possible to submit to the editorial board contributions in English, French, Italian, Portuguese and Spanish.

Authors who wish to propose their contributions for publication, can send them to ijpc@direitodoestado.com.br. All works will be read by the editorial board; in any cases, authors will receive a reply giving reasons regarding the decision to publish the work or not. Authors of individual or collective books who whish to submit them for a book review can also send them to ijpc@direitodoestado.com.br.
